Technical Analysis of Fossil Fuel-Generated Energy Reduction in a High Rise Federal Office Building

The objective of this project was to conduct a scenario analysis of Energy Independence and Security Act (EISA) Section 433 provisions and the associated Department of Energy (DOE) 2010 implementation Notice of Proposed Rulemaking (NOPR) to evaluate the impact of the Section 433 provisions, DOE’s proposed methodology, and alternative implementation options on the direct use of natural gas in new and renovated Federal buildings and the associated use of primary fossil fuel resources.

The scenario analysis focused on a “typical” 500,000 ft2 twelve-story Federal office building based on the DOE/PNNL Standard 90.1 prototype large office building configuration. The analysis considered the following levels of building envelope performance: ASHRAE Standard 90.1-2010; ASHRAE 50% Advanced Energy Design Guide; and Net Zero Energy (NZE) Building

Mechanical systems evaluated within these building envelope stringency levels included a mixed fuel configuration, two all-electric configurations, and two combined heat and power (CHP) system options. Hourly simulations and a spreadsheet tool developed for this project were used to conduct a technical analysis.
